I think:

1) 22/13 puts a 6th checker on the midpoint, not very flexible;

2) upfront, Blue has only two spares at the moment. Thus the position will not develop naturally, unless we bring more builders in play. 22/13 delays this, 22/16 13/10 starts doing this and also creates many additional point makers that help to beef up the outfield.

These factors provide a strategic motivation for the 22/16 13/10 play; the Magriel factors, and the lack of development on White's site in general, provide the tactical justification.
