As others have mentioned, the modern thinking is that covering a blot on the 1pt is usually preferable to trying to get it recirculated. There are a couple of exceptions to this principle.
1. In a priming game, it can sometimes be of utmost importance to keep all your checkers in play and not bury them. Hopefully, in a prime-vs-prime game, you don't have a blot on your 1pt in the first place, but if you do, it's usually better not to bury a second one. If you're priming a backgame, sometimes it can be the right strategy to leave blots in your homeboard in order to force your opponent to hit them and improve your timing; however, this is a tricky business and has to be evaluated on a case-by-case basis.
2. When you're blitzing, sometimes you have a choice between covering the 1pt and leaving no blots, and making a higher point in your board while leaving a blot on the 1pt. In this situation it is often better to make the higher point. (Of course under some circumstances, such as if your opponent has a very strong board, minimizing shots may take precedence.)
