Hi rew,
the rule that you use for the point of last take is ussually used for n-move-position. These are positions where the checkers are on low points.
The EPC gives you a measure for the average number of moves both sides will need to bear-off, in this case blue will need a bit more than 7 moves and white needs about 8 moves.
Besides the average number of move there is another thing to consider, that is the variation around the average. For instance when there is no variation at all around the average the first player will always win, a small variation is an advantage for the first player, a large variation raises the chances of the second player, position with checkers on the high points have a higher variation, so white can take easier.
If you want to get more insight on this you can experiment setting up positions. You might for instance setup a low-points position where both sides have for example 22 EPC. And you can create a position on high poins with the same EPC's.
