My opinion is this. The is how GammonEmpire operates. They suspend an account and refuse to pay out. They assume a large percentage of the people may not believe it is worth their while to fight, so GE comes out ahead. They humour and possibly payout to some of the ones who go the extra mile to get their money. A legitimate business wouldn't rely on this model.
