One has to distinguish between reality and perception here.
A donkey who never turns the cube because he always thinks he's either not good enough or too good—and there are a lot of such donkeys—can generate a lot of frustration among the other players.
Whether the Jacoby Rule actually speeds up money-game action is less relevant than whether it provides psychological relief from this kind of thing.
