Let's look at the plays which enter on the 23-point. The continuations:
24/23 -- rather sterile looking. Is this the defensive anchor Blue wants?
23/22 -- pure but White will have no qualms attacking that checker and a gazillion rolls accomplish that.
6/5 -- early game uglification; at least the back checkers are split which gives chances of making the 18-point (if White doesn't beat Blue to it).
Now for the plays that enter on the 24-point:
13/11 -- diversifies but that builder becomes an immediate target.
8/6 -- blotless, but Blue doesn't have a lot of spares and one on the 8-point (instead of two on the 6-point) seems pretty valuable.
5/3* -- keeps opp from making his own 7-point for now (short of a joker) and (as always) keeps opp off balance while giving him 11% to accomplish absolutely nothing.
Every candidate but the last gives opp 10/36 rolls to make the 5- (or even 6-) prime. I don't know if every Blue candidate play gives opp a double (or if some of the above are drops) but keeping opp off balance when your back is to the wall is often a good diversionary tactic:
