It's gin if you are 100% sure to win, no matter what dice comes and no matter how your opponent plays.

Not sure how US rules are, but are you not punished (time-wise) for claiming Gin if it turns out not to be true? Then I think you have all you need, people wouldn't claim Gin if it takes them more than 12 seconds (their move time) to figure out they are Gin.

And someone earlier in the thread was spot on: The problem (thus the rules) are from the analogue clock era, and doesn't pose a problem anymore. No one will run out of time one or two moves on the edge of gin, with Bronstein time controls. Unless they roll cocked dice a couple of times in a row. (remember, if you throw them on the floor, you are allowed to stop the clock while collecting them again).
