Should be per pair of moves, right? That's what I assumed. Am I missing something obvious?

Is that advantage per cube level meaning that the average cube level must be accounted for?

Now that's a good point that I hadn't thought about. That would definitely affect the calculation. Unfortunately, I don't see any easy way to take this into account.
