The golden goal rule was tried a few years back, but it failed.
The idea was that the first team to score a goal during overtime would win the match. However, instead of increasing the propension to attack of the teams, it resulted in a more defensive approach for fear of losing thus decreasing the quality of games and as a consequence was not used anymore.
Penalty kicks are a cruel way to finish matches, but they are the best they came up with until today. I would be happy to hear possible alternatives if you know any.
