Let me add just one small point in this discussion. There are at least some situations where you can do retrospective analysis and come up with meaningful conclusions. For example, suppose I am told that a certain coin was flipped 100 times and every time it came up heads. I think I can conclude without further investigation (and with a high degree of confidence) that this is not a fair coin.
Perhaps this idea is what Bill Phipps has in mind when he says: "Given the data we have, is it not possible to say anything at all meaningful about these results? That will surprise me, if true."
There must be some way to do retrospective statistical analysis. I imagine it is just very difficult, fraught with dangers, and less (perhaps a lot less) likely to give a statistically significant result.
