What would be bad about changing the rule to the dice must both be on the same side?

Why both on the same side? The rule could be: A legal roll consists of both dice landing flat on the playing surface of the board.

I also like Neil's suggestion. So it would be: "(1) flat on the playing surface, or (2) flat on a checker that's on the playing surface, or (3) flat on a checker that's on a checker that's on the playing surface." (Landing on the bar or on a checker that's on the bar would not be legal.)
