When Should Intermediates Move into the Open?

In Response To: When Should Intermediates Move into the Open? (Prince Barlow)

I strongly believe that if a player cashes/reaches the finals/wins (you choose), his next tourney he should enter the next level up. One cannot use lack of money as an excuse in this case.

Obviously there should be exceptions to this rule, but this should not be the exception to the rule. In the case of exceptions, we should trust the judgment of a Ratings Committee that includes live tournament directors as well as giants as well as experienced online players.

I'm also curious to know the objective methods that various tournament directors use to determine which division a player should be allowed to enter.
