When Should Intermediates Move into the Open?

What is your typical payout for an intermediate event? The entry fee is so much lower and the rake so much higher I think they can still very well claim money as a reason for not moving up. Also, the intermediate division isn't always jam packed. What if they win a small event? On top of that I don't think intermediate players travel as much so if Player A wins the Chicago Open intermediate division he may not play another tournament for 6 months or even more. Was he supposed to put any money aside so that way off in the future he could enter the Open?
