When Should Intermediates Move into the Open?

I personally know one person who has cashed 11 times in the Intermediate division since 2002, and TDs continue to let this person play in the Intermediate division. Is this person a sandbagger, or not? Well, you can't tell from the ABT stats, because there's no information on how many events they've entered. If they entered 100 tournaments, cashing 11 times would not be atypical, and that person should not be obliged to move up, in my opinion. However, if they had only entered say 15 tournaments, then they should have been moved up a long time ago.

Bottom line: Track Ts entered and identify ABT points/T. This would make it easy to judge who belongs in which division.
