When Should Intermediates Move into the Open?

The other continual question is with Masters and Limited Jackpots.

Should an Open player be able to play in a Limited Jackpot? What is the fair expectation of those players in the Limited Jackpot?

For my own nickel, I'd say an Open player who has cashed in a Masters or Open event should not be allowed to play in a Limited event. A player who plays in 'Open'/'Masters' events, occasionally or all of the time, but has never cashed in either, might be allowed to play in a Limited Jackpot. If that player ever cashes in an Open, Masters, or Limited event; then he/she can no longer play Intermediate or Limited.
