You just so much need a good rating system!!

Once in place, all these things will be easy to control.

Depending on the system boundaries (how many minor local tournaments, jackpots, etc. are rated) it will take more or less time to reach a useful level of "experience" for the population, but once you have won enough matches and earned a high rating, you cannot be upset with being barred from various "limited" events.
