When Should Intermediates Move into the Open?

Therein lies the problem. In too many cases, there are no rules nor objective criteria. Here are a few samples of “Limited” eligibility:

“Top Championship level players are not eligible.”

“Players of a top championship level are not eligible.”

“Limited to players who have not cashed in any multi-day tournament Open or Championship division or Masters type Jackpot.”

“The Tournament Director reserves the right to disallow any entrant from playing below his/her level.”

“No entrant will be allowed to play below his or her level.”

In the first two examples, what is “top championship level” in a field that is 20% Giants? Should any middle-of-the-pack Open player have any qualms about entering a jackpot with such criteria? How about after noting that prior Open winners have met this “not top level” criterion?

(I always thought the last example meant that if I made a particularly egregious blunder that the rules required a do-over until my play was more suitable.)
