The Keith method is the Keith method. Everybody can use it but it will stay the Keith method. Right?

Anyone can use the Keith Count method of determining cube action. But that doesn't mean the Keith Count is or can be copyrighted. But that doesn't mean that anyone can help themselves to what Tom does have a copyright interest in, which is whatever he has written about his method. In a nutshell, copyright protects original works of authorship, not ideas or systems.1 I think the two responses you got are understandable, since what you wrote:

Meanwhile, the system has been copyrighted and registered as "WBA Tournament Format" as Intellectual Property of WBA.

was confusing to me also. I gather from your clarifying response to Tom that you did not mean to say that you had copyrighted "the system" (the tournament format), but (as Tom said) a written "description of a system."

1"Copyright, a form of intellectual property law, protects original works of authorship including literary, dramatic, musical, and artistic works, such as poetry, novels, movies, songs, computer software, and architecture. Copyright does not protect facts, ideas, systems, or methods of operation, although it may protect the way these things are expressed." - U.S. Copyright Office FAQ
