The answer is a qualified yes. Traditionally, "methods" can be patented, but "ideas" can't be. Of course, an algorithm is both a method and an idea. So patent law is even more illogical in this particular arena than it is in general. Motivated by things like chemical processes, they try to clarify by insisting that a method concretely manipulate actual entities to produce a useful result before it can be patented. But you can see that this kind of proviso isn't going to resolve the paradox.
