I do not see the paradox here. The idea leads to the method. If you present the method without the idea, this may be awkward for presentation reasons, but you'd have something patentable. If you have the idea without the method, not enough work has been done to grant a patent.

A different question is whether from a policy viewpoint algolrithms should be patentable. This involves balancing the incentives for innovation against the market distortions from creating monopoly power (among others).
