Could still be luck... the idea is that you use past history to determine who has better results, then that is either because of 1) skill difference only, 2) difference in luck, 3) both. Then you do the thing with duplicated cards (eliminating some of the luck) and check whether the ones with the better results in the past also have better results in the duplicate experiment.

If difference in poker results is purely because of luck, the past has no predictive value. If skill is a component, the past has predictive value, and the more so the longer the past history.
