I am a strong advocate of clocks but I do understand and appreciate that some people don't like them and occasional tournaments without them are fine. I also understand why you cannot change the rules for this year at this late date...however, I do believe you could make clocks mandatory for doubles....doubles can be a disgusting event without a clock and as someone else posted, no one travels all the way to Pittsburgh just for doubles, so if they don't like the clock rule, they can skip doubles. Personally, I think you will get more entries into the doubles if clocks are required.
As for giving older people more time, that's ridiculous UNLESS someone suffers from a particular ailment that makes it hard for him to move the checkers...and that can be a handicap for someone at any age. In those cases, the tournament director can and should make an exception to the rules and if any player objects to giving someone with a physical handicap a little more time, I will be happy to join you in tossing that jerk out on his ear.
By next year, I hope everyone will require clocks in BOTH Open and Intermediate (and give Intermediates a little more time to get used to the clocks...possibly the first year give them lots of time)....it's a major part of the game and a huge improvement to have to ration your time appropriately and to make sure that tournaments run quickly and smoothly.
