In answer to your question, the USBGF has not taken any stance on the specific rules of the game as of yet. Hopefully, some day, there will be a common set of rules and interpretation of the rules, with a guide and example, that the entire world can use and adopt. (It is being worked on.) Even when that is done, there may well be specific tournament directors that will prefer legal moves to non-legal moves.

It appears that the standard for ABT events is non-legal moves, however, individual tournament directors have changed it to legal moves for their events...that is the rule at all of Chiva's tournaments even if they are ABT events.

It also appears that it has become acceptable for two players to agree to legal moves via handshake, and most people (including me) do not believe that violates the current non-legal moves as players do have the right to correct an opponent's illegal move and make them correct it. However, the danger in doing that is that you have to trust your opponent not to be a liar if there is a disagreement and he chooses to deny that the agreement was made...the tournament director simply has to enforce the written rules and cannot verify what the players might have agreed to.

Personally, I will try to get any opponent I play to agree to legal moves because I think it is a better way to play and eliminates such ridiculous mistakes as hitting your own checker or forgetting to roll and hitting the clock when your opponent is bearing off and finally opens his board. I just don't want to win (or lose) that way. I am not worried that someone will lie, because I have faith in and respect my fellow backgammon players and believe in the goodness of all of us (and I will greatly enjoy my revenge should someone stoop so low). I also prefer legal moves as so many of our matches are now recorded or taped and non-legal moves mess up the evals and the analysis of purity of the game. As for which one leads more to someone being able to cheat or take a shot, I see no difference....an unethical person can find a way to take advantage or cheat with either rule.
