They are both very strong players. It may seem counterintuitive but the better players can often benefit from more think time than a lesser player. They have more reference positions to compare to and know how to do a possibly time consuming helpful calculation if needed. So there is inducement for both to play slow. There is also an inducement but a very nebulous one not to play slow of being a "polite" player. Adding to that nebulousness is that without a clock it can even be difficult for a player to know he is playing slowly.
Suppose it seems that the opponent is playing slowly. The opponent may play equally slowly so as not to grant a competitive advantage. But then the opponent sees you playing slowly and goes slower still.
I had a match like that once and afterwards we discovered that both of us thought the other was taking twice as much time and played slowly to even it out a bit.
The improved mechanics are nice but to me the more important reason for clocks is to make a level playing field from the first move of a match.
