The REAL difference between Intermediate and Open

Of course, anyone who has won too much (especially in the recent past) should not enter the Intermediate Division...

And here lies the rub. How do you define "won too much" and "recent past"? Some directors have their own view of these, but at best there is no consensus, in the middle-ground very few make public their definitions, and at worst they just use their judgement (= estimation of player skill) to make the decision.
