There are many objective ways of determining this; here is an example:
In the US, there could be an ABT point cutoff for each division, where only ABT points earned in the division in question (or higher) are used. For example, if a player has earned ABT points from Novice/Beginner division cashes, those shouldn't be included if deciding whether or not that player should be allowed to compete in the Intermediate compared to moving up to the Open.
True, just like in deciding who the best players are, there is no perfect way of doing it. Someone who plays a lot and occasionally cashes could (in the above scenario) be forced up to Open while a potentially stronger player who is new or plays seldom is allowed to remain in the Intermediate. But it would be a consistent (across tournaments) standard that all would/could know ahead of time, rather than the current system of different people making different decisions and the players left wondering what the standards are.
