In my opinion, what matters more than whether there is cheating is whether there is a widespread perception of cheating. People will be discouraged from playing in a tournament if they feel that their opponents can easily cheat. Thus it may be worth implementing time controls, if doing so reduces that feeling, regardless of whether the time controls decrease actual cheating.
