Correct me if I'm wrong (as if I have to say that) -- Gammon Value is 0.7 AtS. (In the end this may not be relevant.)

If I weren't allowed to PoH then 13/5(2) would be my play, but who is stopping me from PoH? After 7/3*(2) I see three ways to finish, but 13/9(2) doesn't look close so it's either 2(2) or 4(2).

I hear a potentially pertinent question: if you make the purer 4(2) play, where and when are the three spares on the 5-point getting moved? If you make the impure 2(2), then you've used two of those builders and still not only have a 3rd in the bank but also have your other nearside checkers positioned for quick(er) building.
