Is 13/7, 24/21(2) best at GS??

It's questionable to use rollouts at one score to deduce what to do at another:

1) Would XG play differently enough (for the remainder of the game) to change the W/G/BG values?

2) Would it even be right to hit two with the opening roll at GS?
