I'd say it depends on what set of rules you're playing by!
The ABT rules clearly states "Bronstein" time-control (twice), and doesn't mention "delay" at any given time. Thus it would be logical that clocks were indeed set to 2:00 and 12 second increment, not 2:12 as you suggest. If you choose to play using a "simple delay" clock, you would have to set that to 1:48 plus 12 second delay - to get consistent time on the two time systems.
I'd like to acknowledge, that the ABT rules doesn't use the term "increment" either, but instead "deductible" to describe to "per turn time" granted. And MCG also notes something about common practice, which I don't know anything about, never having participated in an ABT event. If the intention of the rules and common practice is the way MCG describes it, then you ought to revisit the rules, and remove the Bronstein terms, and clearly use the term "delay" instead. On the other hand, if Bronstein actually is what's meant, then you could explicitly state the default time in your invitations or in the rules, just as in the FIDE example I posted for the British Blitz Chess championship.
On the other hand, the BIBA rules linked to by Michael Crane, clearly explains the time-system as a delay one (though without using the word "delay"), and it never mentions anything about Bronstein. Thus, in a BIBA tournament, your Bronstein clock would have to be set to 2:12 with a 12 sec increment, and you would default after 2:12. Just as MCG says.
