Last year the touchback rate in the NFL was about 45%. Before that (i.e. before the rule change of kicking off from the 35 instead of the 30) it was around 15%.
Not only is it possible to kick the ball higher (getting more hang time), but I think (unscientific observation) that last year the NFL kickers intentionally did the opposite. (The average kickoff distance was larger, I think.) The reason, as you surmise, is that hang time is good if opp is going to run it back (as in previous years), but if that costs you distance AND you can kick it far enough to often get a touchback, then go for the touchback. At least that is my interpretation of what was going on last year. It would be best to actually ask an NFL kicker what was happening. :)
