Changing the delay seems wrong to me. The 12 seconds should be fine.
In the actual case, I find it wrong that the director ask to remove the clock. However, it sounds like each player could veto it (ie. they had to agree to remove), which makes it a bit better. But one player might have felt he was a favorite under time pressure and played with that in mind, when choosing his decisions in the games leading up to the final game.

If you were to do anything meaningful, then it would be to agree that for each new game started, players would get at least 5 seconds or 10 seconds of reserve time. So if you got under 5 (or 10 seconds), you we given the amount back for the next game - sort of like a Bronstein control between games!
The reason? To avoid anyone loosing on a "mechanical" error, such as loosing a die on the floor, having to reroll because a die lands on a checker, etc. That can easily happen if you make just one mistake with a second left on the clock.
You could argue, that this is a risk you take, when bringing your clock down to under 5 or 10 seconds - and that you should keep that in mind earlier on in the match - that it's all part of good time management. I would agree to some extent, but on the other hand, I'd feel a bit odd if I won a match due to my opponent sending his die on to one of my checkers... (even though I know it's more the other 1000+ seconds he wasted counting his running games earlier on).
So giving back up to 5 or 10 seconds before each game would be OK for me. Anything else (longer delays, removing the clock, etc.) I would feel were wrong doing.
