Both parties could agree to other things, for example a hedge at dmp. But the director suggesting that the players consider a hedge would be putting herself in the middle of the situation when she had no business being there. The clock proposal is similar.

So if I understand the order of events the director suggested that if both players agree that the clock could be removed, Victor said he wanted to continue with the clock and John asked for a ruling ?! Did you ask him "Really???"
