'Just because Player A has 7 seconds left and Player B has 3 seconds left does not mean it's an advantageous situation for Player A.'

I disagree, I think it is a huge advantage. Player B had better be careful rolling, very careful. Two cocked rolls in a row and he is in big trouble, unless he has an opponent that shows admirable sportsmanship.
