I don't have time to comb over all the details but giving me back half of an 18 second delay seems like waaaaaaaaaaaaaaaaaay too much time granted to me.

Some of the most interesting backgammon games are back games. The current clock system may discourage players from getting into back games for fear they will get low on time.

When in reality they almost always should be discouraged from trying to get in to them to begin with because it's the wrong way to go.
