Ever consider a monthly fee option, in addition to a rake? You could have different levels of fees, depending on the normal stakes of a player. If two players played and one was a monthly fee player and the other a rake player, a rake would be taken if the rake player won and no rake if the monthly fee player won. If a player played for an amount that was higher than indicated by his monthly fee, a rake would be taken, if he won. Another way of achieving this, with less regulation, would be to have a maximum monthly rake at various stake groupings.

Rake rebates for players that reach certain levels of play in a month, quarter, etc. is another, and perhaps better, idea.

I think you want to encourage people to play often and to maximize activity on the site. I think the best way to do this is by making the rake reasonably affordable for them, if they play often. This should encourage activity on the site and increase it's popularity in the BB community.
