I'd say it depends on who the server is targeting. If you are targeting professionals (or money play) AND social players then I believe that #3 applies. If you are strictly for money play or are targeting competitive players then I say #1. If you are dealing with just casual players then #2.

You wouldn't believe how many casual players tell me that they won't play in a rated room because the dice unfairly favor the higher rated players!
