For money play, experience have shown that rating is not a good idea, because it only leads to people artificially manipulating their rating to get action (examples include losing on purpose at low stakes, multiple nicks registered by friends (the most serious threat and very difficult to monitor), exploiting software glitches).

For non-money play rating is a good idea.

A dark room was tried at GE (rating not displayed), but wasn't a success.
