So in some way XG evaluation is better than the rollout results?

Yes, that appears to be the case here. Quite unusual (and a counterexample for the Dahl Conjecture -- "rollouts are always better than evaluations" -- but this isn't your garden variety position, particularly to a bot who learns by playing against itself and likely NEVER sees this position come up in those circumstances.
