Why not both? Let quantum mechanics help you. Grind up a pair of dice into fine grains. With enough trials the 'sand' will reassemble into a pair of dice after passing through the neck.

It might take a lightening strike to charge up the grains so they'll stick together, but there should be gazillions of those in the time it's going to take, so that's one of the minor issues.

Of course with some people's luck, when this finally happens the dice will be cocked....

I think we're due for a new year.
