Seeking ideas/rules for a new variation of BG

I think the two aditional rules are better phrased as one rule: "A player is restricted from entering checkers from the bar if they have less points made than the opponent unless there are three made points.

What is the motivation for the additional rules? Does it add to the strategic richness or make the game more exciting or some other reason?
