Is that replacing the second rule? If so the first rule seems to be devoid of real content.

I am still not sure of the intended rule(s) but it seems to place incredible value to winning the first roll. With Jacoby rule in play I think it would be a very clear cash if one wins the first roll no matter what the reply.
