Agreed. Worded in this fashion, one rule would suffice.

"I am still not sure of the intended rule(s) but it seems to place incredible value to winning the first roll. With Jacoby rule in play I think it would be a very clear cash if one wins the first roll no matter what the reply."

What about: "If a player has less points made, then they are restricted from entering checkers from the bar."?

Would this rule be meaningless from the standpoint of the Jacoby rule?
