Magriel does intentionally oversimplify at times, I think, in order to sketch out all the main ideas of backgammon strategy in a single book without getting bogged down with too many exceptions and qualifications. This looks to me like one of those cases. What Magriel says here is correct if your game plan includes escaping as a reasonable option. This is often true in the early game. Say on your first roll you split your back checkers and the forward checker gets hit. Then you roll 21 from the bar. It's almost always wrong to anchor on the 23pt in that case.

But later on, especially if you fall significantly behind in the race, your best plan may be to anchor on the 23pt and wait for a shot. Or you might have to anchor simply because otherwise you'll get attacked.
