Like any flawed piece of psychology, there is enough truth to the falsehood to keep it going. The fact is that there have been rather primitive pieces of software in the past that used a fixed random seed generator to give the computer and make up for having a primitive algorithm. You would never see this kind of programming today, but there have been programs for older consoles and things that really did cheat. People can then go and say "Well, this program did it, so why can't any one cheat?" despite the fact that the strong bot they are playing against isn't doing what software years ago did.

I'll fess up by the way. I've tried to use this excuse in the past. I guess that everyone probably has.
