PR tournament. Clock time out. Ruling?

Thanks for the clarifications. Some had implied that a timeout was a loss of PR battle was a rule that had been clearly stated to all in advance which is not the case.

One shouldn't equate discussing a ruling or even thinking that the ruling was poor with saying Akiko's win is not valid.
