If there is no Consolation Flight, then this is a bargain. I explain some of the arithmetic of buy-backs in BGO Msg. No. 137024. If $10 will get you back to the same starting line that cost you $20 the first time, you are being offered an “unfair” buy-back price. Unfair, that is, because it is so cheap. The fair price is $20 for those reentering in the first round, and $40 for those buying into round 2.
When there is a Consolation Flight, then the prize split between the Main Flight and the Consolation, and the structure of the Consolation (progressive, new seeding, etc.?) will determine whether these are fair prices. My sense is that when 66%-75% of the prizes go to winners in Main Flight, the fair buy-back price (for Round 1) will typically be much higher than 50%.
