Of course, you have the flip side with the current rule. An unscrupulous player can make any illegal play he likes and if he's caught there is no penalty. So we have a rule that provides no downside for cheating.

I'm not disagreeing with the problems associate with Legal Plays, just that the rule might cause more problems that is solves. If both players are honest, neither rule is more problematic than the other.
