I agree with Jeb. Either rule should work fine if you have honest players, and both rules have problems if players are trying to cheat. Neither rule encourages cheating any more than the other.

The difference is that we have always allowed illegal plays to be condoned, so the problems associated with that rule are familiar. It is not as clear what problems we might face with a Legal Plays rule. (Better the devil you know?)

Personally, I believe a Legal Plays rule will work well once players are used to it. But the proof of the pudding is in the tasting.
