My personal opinion is that if players agree to have their match broadcast knowing that it is available to the general public then I don't believe any permission is required. IMHO, transcribing a match from a video to an electronic format for educational purposes would likely fall under the "Fair Use" clause of American copyright act. Asking for permission from the players (or the tournament organziers) would be a courtesy, but I do not think required.
